Hazardous Substances and Petroleum Products

Hazardous substances and petroleum products observed on-site include various retail-size containers of automotive maintenance and cleaning productss, one 14-gallon drum and one 55-gallon drum of parts cleaning solvent, various waterborne and solvent based paints (stored in containers ranging from 5 gallons to pint sized containers), two 55-gallon drums of waste oil, two, 14-gallon drums of automotive oil-combo concentrate, and fifteen 330-gallon totes of propylene glycol. Routine cleaning chemicals were observed in janitorial closets throughout the subject property buildings. Diesel, gasoline, and waste oil were stored in a total of four on-site ASTs discussed below. No evidence of spills or a release was observed in the hazardous substance/petroleum product storage areas or in the vicinity of the diesel and gasoline ASTs. Housekeeping at the facility was observed to be generally good. As such, no RECs were not identified. VERTEX did not observe fill pipes, vent pipes or other evidence of UST(s). VERTEX did not observe operations and/or equipment that are typically associated with significant fuel or chemical storage that typically utilizes USTs. The following ASTs were observed at the subject property: One 275-gallon diesel AST located on a concrete floor in the Diesel Technology Building; one 330-gallon diesel AST on asphalt pavement on the north side of the Light Duty Diesel area of the Administrative Building; one 300-gallon waste oil AST on a concrete floor in the Automotive Technology Building; and one 275-gallon gasoline AST located in the gravel-covered area on the north side of the Collision/Refinishing Building. Each of the ASTs is of double-wall steel construction. Secondary containment for these ASTs was not observed; however, no staining or other evidence of a release was observed in the vicinity of the ASTs. As such, concerns were not identified.

Drums

The following materials were stored in drums at various locations within the subject property buildings: parts cleaning solvent, waste motor oil, and automotive oil-combo concentrate. The drums were observed to be stored directly on the concrete flooring. No evidence of staining was observed in the vicinity of the drums. As such, concerns were not identified.

Several pad-mounted transformers were observed on exterior portions of the subject property. Based on the date of construction of the subject property buildings (2003-2008), the transformers are assumed to be “non-PCB.” In addition, the transformers are owned by the local utility, Penelec.
