ASTM Findings and Opinions
• Based on our review of readily available historical information, it appears that the subject property was agricultural land until the current improvements were completed in phases between 2003 and 2008. WyoTech University occupied the subject property from 003 until December 2018, and used the subject property as an educational facility for careers in the automotive and truck repair industries. From December 2018 to January 2022, the subject property was vacant. In 2021, the subject property underwent interior renovations and reopened in January 2022 as the New Village Institute. The operations of the New Village Institute are generally the same as the prior tenant, WyoTech University. General onsite operations of both the former tenant, WyoTech University, as well as the current occupant, New Village Institute, consist of automobile repair for educational purposes, automobile painting and upholstery, administrative office operations, and classroom instruction. No RECs or environmental concerns were identified associated with the current or historical use of the subject property. • VERTEX observed various hazardous substances and petroleum products at the subject property, primarily in connection with vehicle servicing training areas. VERTEX observed various containers of automotive maintenance and cleaning products, one 14-gallon drum and one 55-gallon drum of parts cleaning solvent, various waterborne and solvent based paints (stored in containers ranging from 5 gallons to pint sized containers), two 55-gallon drums of waste oil, two, 14-gallon drums of automotive oil-combo concentrate, and fifteen 330-gallon totes of propylene glycol. Routine cleaning chemicals were also observed in janitorial closets throughout the buildings. Four above ground storage tanks (ASTs) that range in size from 275 to 330-gallons and are used to store Diesel, gasoline, and waste oil were observed at the subject property.
